You will need an anki account and the anki program to import custom decks, you can get both here, at the anki website. AnkiDroid is an android app that will also let you import decks to your account. Once the deck has been imported, you can also use it in any browser, through the anki website.
The deck will not update on its own, you will need to re-download and re-import the file to get updates.
